Bolivia Operational Disruptions

Dear valued clients,

over the past several years, Bolivia has been facing declining foreign exchange reserves, decreasing natural gas production, and growing financing constraints. These developments have significantly impacted the country\'s ability to import fuel. As a result, recurring shortages of diesel and gasoline continue to disrupt road transportation as well as agricultural and industrial supply chains.

For imports into Bolivia, this currently results in:

    • - Limited availability of trucking capacity,
    • - Extended container dwell times at port terminals,
    • - Potential delays in customs clearance and inland transportation,
    • - Short-notice changes to transport schedules and transshipment capacity.
As a consequence, operational challenges remain significant. The nationwide fuel shortage continues to severely limit the availability of trucking services, preventing containers and cargo from being collected from Terminal Puerto Arica (TPA) and transported onward to Bolivia in a timely manner.

Against this backdrop, we strongly recommend early shipment planning with sufficient lead time, as well as close coordination between the NVOCC, freight forwarder, and consignee to ensure maximum flexibility in responding to short-notice operational changes.

A sustainable improvement can only be expected once Bolivia\'s fuel supply stabilizes and the country\'s overall economic conditions improve. Until then, transportation planning will remain subject to a heightened level of uncertainty.

Under these circumstances, all transit times published or communicated by SACO Shipping should be considered indicative only and are not guaranteed. Actual transit times may vary due to the operational conditions described above, which are beyond our reasonable control.
